Serving for almost five decades, ADNOC has worked in close partnership to support and drive growth, development, and diversification of the government sector, its business partners, and the private sector within the UAE.
ADNOC focused on meeting the financial goals of the administration and stating its spectacular 2030 development technology.
The ADNOC has developed In-Country-Value (ICV) Certification Program for the suppliers, aiming to boost the procurement selection process of the supplier eligibility criteria, development, and the localization of the UAE national in the oil & gas industry.
Three core objectives of the program:
- GDP growth-enhancing to support goods and services in the UAE.
- UAE nationals development and self-awareness in the private sector.
- Localizing strategically critical links of the value chain for selected categories.
To adequately execute the ADNOC in-country-value program, your business will need to support ADNOC’s supplier program.
How does the ICV Certification work?
ADNOC ICV certification program has implemented since early 2018, and it provides suppliers with new opportunities and consultation to do business with the ADNOC group and acquire value for their time and money.
Since mid-2018, both new and existing providers disproportionately urged to embrace an ICV evaluation and confirmation process to obtain an ICV certification. The review will examine the capability of a business within the United Arab Emirates in the following areas:
- Goods manufactured (for suppliers engaged in manufacturing)
- Third-party spend (for the service provider)
- Investment in the UAE
- Emiratization contribution
- Emiratization
- Expatriate contribution
- Bonus for (i) Exports & (ii) Emirati headcount
Why is the ICV Certification necessary?
Although it is not mandatory to have ICV certification for working with ADNOC projects, ADNOC will give value to the supplier having an ICV Certification. The following points ought to be kept in mind:
- All suppliers directly providing goods or services to ADNOC will be asked for their ICV score in tender applications.
- Companies who directly engage with ADNOC need to have a separate ICV score.
- Companies who indirectly engage with ADNOC, by supplying to a Tier 1 supplier providing goods and services to ADNOC, will also need an ICV score.
- Suppliers who do not possess an ICV score will still be eligible to partake in tenders but will be awarded a score of zero, and as such at a disadvantage to those with a higher ICV score.
- The ICV Assessment now forms an Integral part of ADNOC’s evaluation and award process and in the near future will offer. As part of ADNOC’s evaluation and award process, added weightage is given for suppliers and vendors.
ADNOC is conducting various workshops to inform suppliers about the ADNOC In-country-value program. Additionally, insights regarding these workshops will be released at the appropriate time.
